10 Sep 2008 - The Commissioner of Charities (COC) recently released a summary report of findings from the review of 7 charities (see MCYS website). Campus Crusade Asia Ltd (CCAL) is one of the 7 reviewed charities that has been found to be "largely in compliance with regulatory requirements and code of governance".
The CCAL Board of Directors have expressed their appreciation to the office of the COC for their efforts in this review. CCAL is part of a global organization with its own system of internal controls and stringent audits by the regional supervisory office. This additional 'health check' by COC has provided us with even more clarity and affirmation that CCAL is on the right track in her efforts to adopt best practices in keeping to regulatory requirements and code of governance.

 In October 2007, as part of the government's effort to review the
regulatory framework for charities, Campus Crusade Asia Limited (CCAL)
was chosen by the Commissioner of Charities (COC) for a corporate
governance review (see Straits Times, 24 October, 2007). CCAL comprises several divisions, including Singapore Campus Crusade for Christ (SCCC), which is the national ministry, the East Asia Regional Office (EAO), which oversees 9 countries, the East Asia School of Theology (EAST), and the China Regional Office.
In November and December, auditors from Ernst & Young Associates visited our offices, looked at all our documents and interviewed our staff. They focused their review on corporate governance, internal controls and regulatory compliance issues. In February 2008, a report was submitted to our Board of Directors and the COC's office. In light of their findings and recommendations a follow-up Action Plan was put in place.
Last week, our Board of Directors and key leaders met with the COC and his team for a closure to our Review. While there were some internal control gaps, and the need to put in place safeguards to manage potential conflict of interests in governance issues, we are pleased to know that there are no findings of any irregularity or wrongdoing. Since February, we have begun to implement appropriate measures to address the highlighted gaps and adhere to the requirements as stated in the Code of Governance for Charities.
This Review has certainly raised the standards on how CCAL is being led and managed. As a global organization, we do have our own system of internal controls and stringent audits by the regional supervisory office to ensure integrity and accountability. The Review's findings have given us added assurance that we are on the right track in most areas.
In the words of the Commissioner, the Review is a free 'health check'. I believe we have given a good account of ourselves in this 'health review' and have come out of it with better knowledge of areas we can improve.
