COC Governance Review of 7 Charities

Wed, 24 Oct 2007 As part of the government's effort to review the regulatory framework for charities and Institutions of Public Character (IPC), Campus Crusade Asia Limited (CCAL) has been selected by the Commissioner of Charities (COC) for a corporate governance review (see Straits Times, 24 October, 2007).

We were chosen because we are one of the bigger religious charities in Singapore. CCAL comprises several divisions, including Singapore Campus Crusade for Christ (SCCC), which is the national ministry, the East Asia Regional Office (EAO), which oversees 9 countries, the East Asia School of Theology (EAST), and the China Regional Office.

We have been assured by the COC that this review is not an audit or a result of any irregularity. In an earlier letter sent to us by the COC, the commissioner states,

"We [COC] would like to emphasize that the governance review is not an audit on your organization. The review aims to identify and highlight issues and challenges facing your organization if any, and provide the governing charity board useful feedback on areas of improvement. This will contribute to the promotion and enhancement of governance and management standards within your institution and the charity sector as a whole."

On 16 October, we met with the Commissioner of Charities together with the team from Ernst & Young Associates. The Commissioner reiterated the purpose of the review and briefed us on the review process. The COC also informed us that a press release would be issued. The Board of Directors of Campus Crusade welcomes the governance review by the COC.

As good stewards of the resources God has entrusted to us, we have put in place the essential internal controls, checks and balances to ensure integrity and accountability. Yearly, we are required by law to comply with submissions to IRAS and the Registrar of Companies. As part of the global CCC International organization, we adhere to stringent audits by our regional supervisory office. We welcome this external review, confident that it will help us identify potential areas for further improvement especially in the areas of corporate governance, internal controls and regulatory compliance.

We are privileged to be chosen by the COC as they seek to solicit "best practices" among charitable organizations in Singapore. We are glad we can contribute to our government's effort to nurture a vibrant, dynamic and growing charity sector in Singapore.
